The Directorate of Inspection of Factories and Institutions under the Ministry of Labor and Employment is coordinating with the employers, workers, government and various international organizations by maintaining order in the labor field, including the implementation of the welfare of workers, occupational health and safety measures in the workplace according to the provisions of the Bangladesh Labor Act, 2006. In 1969, in the light of the labor policy of the then Government of Pakistan and based on the report of Air Vice Marshal Noor Khan, the Labor Department was divided into three parts- (1) Labor Department (2) Factory and Establishment Inspection Department and (3) Trade Union Registration Department. I.L. No. 81 of 1969 relating to Labor Policy and Labor Inspection. And according to the convention, a separate department called Factory and Establishment Inspection Department was created in 1970. Our dear motherland Bangladesh emerged as an independent and sovereign country on the world map in 1971 through the glorious liberation war. In this long journey of 47 years of independence, numerous factories, shops and commercial establishments have been established in Bangladesh. The role of the industrial and commercial sector in the national economy is increasing day by day. Millions of workers are working in these sectors. The Department of Inspection of Factories and Establishments has been fulfilling the responsibility of ensuring legal rights, safe and healthy working environment for a growing number of working people.
In this large number of factories and commercial establishments, the Department of Inspection of Factories and Establishments was performing the duty of enforcing labor laws. This department was playing an important role in ensuring compliance especially in garment factories. Manpower and infrastructure were woefully inadequate compared to factories and shops and commercial establishments across the country. In such a reality, the Ministry of Labor and Employment took up the activities of increasing the manpower by promoting the Department of Inspection of Factories and Institutions to the Directorate. In continuation of the activities undertaken, 01 head office and 32 district offices were promoted to the directorate after observing all the formalities.
